MEETING OF TOWN PLANNING COMMITTEE

 

 

            Members present:    Councillor L. Patterson (Chairman);

Apologies

 

            Apologies for inability to attend were reported from the Deputy Lord Mayor (Alderman R. Patterson) and Councillors Hussey, McCabe, McNamee and O’Neill.

 

Minutes

 

            The minutes of the meeting of 16th June were taken as read and signed as correct.  It was reported that those minutes, together with the minutes of the meeting of 2nd June, had been adopted by the Council at its meeting on 4th July, subject to the omission of those matters in respect of which the Council had delegated its powers to the Committee.

 

Routine Correspondence

 

            It was noted that correspondence had been received from the Roads Service in respect of:

 

(i)                  the provision of disabled parking bays at 79 Joanmount Park, Ridgeway Street, 4 Sydenham Drive, 72 University Street and 163 Park Avenue;

 

(ii)        the removal of disabled parking bays at 115 New Lodge Road and 29 My Lady’s Road;

 

(iii)               the use of an existing parking lay-by as a part-time lay-by on the Ormeau Road (between Rushfield Avenue and Deramore Avenue);

 

(iv)              a proposed Abandonment Order in respect of University Terrace;

(v)                a Draft Abandonment Order in respect of the former road (including footpath) at the Westlink; and

 

(vi)       the prohibition of a right-turn at Knockwood Park, Knock Road.

 

Notification from the Northern Ireland Housing Executive of:

 

(i)         the extinguishment of a Public Right-of-Way Order at 32/48 Sunningdale Gardens; and

 

(ii)        the making of a Vesting Order in respect of Donegall Avenue No. 2 Scheme.

 

            A copy of the letters, maps and Orders relating to the above-mentioned matters were made available at the meeting for the information of the Members.

 

            The Committee noted the information which had been provided.

 

Requests for Deputations

 

            The Committee noted that no requests for deputations had been received.

 

Reports and Correspondence

 

A55 Knock Road Widening Scheme –

Current Position

 

            The Democratic Services Officer reported that correspondence had been received from the Roads Service which provided an update on the A55 Knock Road Public Inquiry.  The correspondence had indicated that the Roads Service had received the Inspector’s report on the Scheme at the end of March which had recommended that further detailed consideration be given to a number of issues, specifically in respect of traffic surveys which would be carried out during the Autumn period.  On completion of this work, and as part of the next stage of the Scheme, the Roads Service would release its response to the Inspector’s recommendations and confirm its design proposals by way of a Departmental Statement.  It was anticipated that the Departmental Statement would be published in the early part of 2012.

 

            The Committee noted the information which had been provided.

 

Planning Summer School 2011

Planning with Communities

 

            The Democratic Services Officer reported that notification had been received of an Elected Members’ Planning Summer School, which was being organised by a number of agencies in conjunction with the University of Swansea.  The School would be held from 3rd till 7th September and the programme had been designed specifically to address planning issues pertinent to Elected Members.  The School would be structured around a series of briefings, workshops and discussion sessions.  She pointed out that attendance at the event would enable Members to consider issues

relating to planning law, economic regeneration and planning with communities.  It was suggested that the Committee might consider nominating representatives to attend the Elected Members’ Summer School.  The cost per delegate of attending the event would be approximately £979.

 

            After discussion, the Committee approved the attendance at the Elected Members’ Planning Summer School of the Chairman and the Deputy Chairman (or their nominees) together with one Member from each of the remaining political parties on the Council, and authorised the payment of the costs in connection therewith.
