Minutes:

            In accordance with Standing Order 9, the Lord Mayor read a passage from the Scriptures.

            The Chief Executive submitted the summons convening the meeting.

Apologies

Minutes:

            Apologies for inability to attend were reported from Councillors Empey and McCarthy.

 

4.

Filming and Recording of Proceedings

Minutes:

            The Chief Executive reported that requests had been received from a number of broadcasting companies for permission to film and record the election and installation of the Lord Mayor and the Deputy Lord Mayor.  He requested that the Council indicate whether it wished to accede to those requests.

 

            The Council granted the permission sought.

 

5.

Expression of Thanks

Minutes:

            The Lord Mayor (Councillor Rodgers) reviewed his year in Office and expressed his appreciation for the support he had received from the Lady Mayoress, the Deputy Lord Mayor (Councillor Kelly), the High Sheriff (Councillor McKenzie) and the former High Sheriff (Councillor Kirkpatrick).  He thanked also the staff who had assisted him during the previous year and placed on record his appreciation of the support which he had received from the Members of his Political Party.

 

            The Deputy Lord Mayor (Councillor Kelly) reviewed her year in Office and expressed her gratitude for the support which she had received from the Lord Mayor (Councillor Rodgers).  She placed on record her thanks for the support she had received from all Members throughout her term and for the advice and assistance of all staff.

 

6.

Tributes

Minutes:

            Representatives of each of the Party Groupings on the Council paid tribute to the Lord Mayor and the Deputy Lord Mayor for the manner in which they had fulfilled their duties during their year in Office.

 

7.

Election of Lord Mayor

Minutes:

            Nominations were invited for the Office of Lord Mayor for the ensuing year.  Councillor Hartley was proposed by Councillor McCann and seconded by Councillor Cush; while Councillor D. Dodds was proposed by Councillor Newton and seconded by Councillor Stalford.

 

            A division was immediately demanded.  A poll having been taken on the nominations, there voted for Councillor Hartley twenty-five Members, viz., the Deputy Lord Mayor (Councillor Kelly); and Councillors Attwood, Austin, M. Browne, Convery, Cunningham, Cush, Ekin, Hanna, Harltey, Hendron, Jones, Lavery, Long, Maginness, A. Maskey, C. Maskey, P. Maskey, McCann, McClenaghan, Mhic Giolla Mhín, Moore, Mullaghan, O’Neill and O’Reilly; and for Councillor D. Dodds twenty-three Members, viz., the Right Honourable the Lord Mayor (Councillor Rodgers); the High Sheriff (Councillor McKenzie); and Councillors Adamson, W. Browne, Campbell, Cobain, Crozier, D. Dodds, N. Dodds, Humphrey, Kirkpatrick, Kyle, McCausland, McCoubrey, McGimpsey, McMillen, Newton, Patterson, Rodway, Smyth, Stalford, Stoker and Wilson.  One Member, Councillor D. Browne, did not vote.

 

            It was accordingly

 

      Resolved – That Councillor Tom Hartley be and is hereby elected Lord Mayor of the City of Belfast for the period to end on the date of the Annual Meeting of the Council to be held in June, 2009.

 

            Councillor Hartley, having been conducted to the dais by Councillors McCann and Cush, was installed in Office and subscribed to the Declaration of Acceptance of Office.

            Councillor Hartley expressed his gratitude to the Members for the honour which they had bestowed upon him by electing him to the Office of Lord Mayor and paid tribute to the previous Lord Mayor and to the Deputy Lord Mayor for the manner in which they had carried out their duties.  He then outlined what he hoped to achieve during his term of Office.

 

8.

Election of Deputy Lord Mayor

Minutes:

            The Lord Mayor invited nominations for the post of Deputy Lord Mayor for the ensuing year.  Councillor D. Browne was proposed by Councillor Stoker and seconded by Councillor Adamson; while Councillor Hendron was proposed by Councillor Long and seconded by Councillor Maginness.

 

            A division was immediately demanded.  A poll having been taken on the nominations, there voted for Councillor D. Browne thirty-eight Members, viz., the Right Honourable the Lord Mayor (Councillor Hartley); the High Sheriff (Councillor McKenzie); and Councillors Adamson, Austin, D. Browne, M. Browne, W. Browne, Campbell, Cobain, Crozier, Cunningham, Cush, D. Dodds, N. Dodds, Humphrey, Kirkpatrick, Kyle, Lavery, A. Maskey, C. Maskey, P. Maskey, McCann McCausland, McClenaghan, McCoubrey, McGimpsey, McMillen, Mhic Giolla Mhín, Moore, Newton, O’Neill, Patterson, Rodgers, Rodway, Smyth, Stalford, Stoker and Wilson; and for Councillor Hendron eleven Members, viz., the Deputy Lord Mayor (Councillor Kelly); and Councillors Attwood, Convery, Ekin, Hanna, Hendron, Jones, Long, Maginness, Mullaghan and O’Reilly.

      That the decision under the heading “Community Festivals Fund” be rejected and accordingly that the letter of offer from the Department of Culture, Arts and Leisure be not accepted.

 

            A division on the amendment was demanded.  A poll having been taken on the amendment, there voted for it fourteen Members, viz., the Right Honourable the Lord Mayor (Councillor Hartley); and Councillors Austin, M. Planning and Transport Issues –

Residents Parking Consultation

      Resolved – That the decision under the heading “Planning and Transport Issues – Residents Parking Consultation” be amended to provide that any future parking schemes in residential areas be introduced on the basis that there will be no charge levied against residents.

            Economic Development Update – Co-financing

            for European Social Fund Applications

 

            At the request of Councillor Jones and with the consent of the Council, the Chairman (Councillor M. Browne) agreed that the minute of the meeting under the heading “Economic Development Update – Co-financing for European Social Fund Application” be taken back to the Committee for further consideration.

 

Adoption of Minutes

 

            The original proposal relevant to the minutes of the Development Committee was thereupon put to the meeting and passed in the following form:

 

      That the minutes of the proceedings of the Development Committee of 14th May be approved and adopted, subject to:

 

(i)   the amendment of the minute under the heading “Planning Transport Issues – Residents Parking Consultation” to provide that the Council’s response indicate that any future parking schemes in residential areas be introduced on the basis that there will be no charge levied against residents; and

 

(ii)  the omission of the minute under the heading “Economic Development Update – Co-financing for European Social Fund Applications” which, at the request of Councillor Jones, is taken back to the Committee for further consideration.

            At the request of Councillor Crozier, the Chairman (Councillor Mullaghan), with the consent of the Council, agreed that the minutes under the headings “Review of Regulatory Services Unit” and “Review of Scientific Support Advice Services” be taken back to the Committee for further consideration.

 

Adoption of Minutes

 

            Subject to the foregoing omissions, the minutes of the proceedings of the Health and Environmental Services Committee of 7th May were approved and adopted.

 

Cleansing Services Customer Service Standards and

Street Cleanliness Index

 

            During discussion on the minutes under the headings “Cleansing Services Customer Service Standards” and “Street Cleanliness Index”, the Council agreed that, in future, the full Committee reports in relation to these items be included in the minutes.
